Performance and Reviews
First Performance Review
At its Twenty-sixth Meeting (2007), CCAMLR decided to undertake a performance review of the organisation during 2008. The report of the review is available here.
CCAMLR responses and actions against the recommendations of the First CCAMLR Performance Review (2008) can be found here.
Second Performance Review
The Second Performance Review (PR2) of CCAMLR was conducted during the 2016/17 intersessional period. PR2 evaluated the following:
- Progress in implementing the recommendations from the First Performance Review (PR1). This also included advice on options for moving forward on PR1 recommendations that are under consideration or are work-in-progress. This assessment was based on the full suite of recommendations from PR1, guided by, but not limited to, the Secretariat matrix on the status of recommendations maintained on the website.
- Special attention was devoted to issues on which PR1 recommendations had yet to be taken up by the Commission or the Scientific Committee (CCAMLR-XXXIII/10, Appendix I). For those issues, PR2 considered afresh whether such issues remained of concern, and if so, provided revised recommendations.
- PR2 also considered whether any further work was desirable on issues covered by PR1 recommendations. This included, for example, revisions to those recommendations to accommodate ongoing matters, including marine protected areas, the fight against illegal, unreported and unregulated (IUU) fishing and supporting measures to accompany compliance and implementation matters.
PR2 also considered other matters relevant to the objectives of the CAMLR Convention, including the discussions of the 2015 CCAMLR Symposium held in Santiago, Chile. In early 2017, Commission Members agreed to an eight-person Panel to undertake the Review. The Panel submitted its report to Contracting Parties at the 2017 CCAMLR annual meeting (Second Performance Review of CCAMLR – Final Report of the Panel). A summary of outcomes is available here.
