CCAMLR conservation measures include monitoring and compliance systems and tools that ensure that fishing in the Convention Area is conducted in a manner that meets the Convention’s principles of conservation. Members are required to implement compliance systems, some of which include:

• marking of fishing vessels and gear (Conservation Measure 10-01)

• licensing of vessels (Conservation Measure 10-02)

• inspection of vessels in ports (Conservation Measure 10-03)

• the system of inspection (SoI), which allows for at-sea inspection of fishing vessels by designated CCAMLR inspectors (CCAMLR System of Inspection)

• vessel monitoring via satellite and reporting of vessel movements (Conservation Measure 10-04)

• a catch documentation scheme for toothfish to track the harvest, transhipment, landings, export and re-export of toothfish throughout the international market (Conservation Measure 10-05)

• requirements for notifying and reporting of transhipments (Conservation Measure 10-09).

CCAMLR seeks to achieve optimal levels of compliance with conservation measures and has been pioneering in its endeavours to achieve this. A Compliance Evaluation Procedure (Conservation Measure 10-10) has been adopted to assess Member compliance, overseen by the Standing Committee on Implementation and Compliance (SCIC).

The SCIC is a subsidiary body to the Commission and meets annually to review the operation of conservation measures and compliance systems and to advise the Commission on their refinement and implementation.

Concerned that illegal, unreported and unregulated (IUU) fishing compromises the objective of the Convention, CCAMLR has also adopted specific conservation measures to promote compliance by vessels and vessel operators. 

CCAMLR has a procedure for maintaining IUU vessel lists for both Contracting Parties (CP) to CCAMLR (Conservation Measure 10-06) and non-Contracting Parties (NCP) to CCAMLR (Conservation Measure 10-07). The CP-IUU Vessel List and the NCP-IUU Vessel List are approved annually by the Commission. In addition, CCAMLR is unique in its efforts to address individuals involved in IUU fishing activities within the Convention Area through Conservation Measure 10-08, which requires Members to investigate any nationals identified as engaged in IUU fishing in CCAMLR.
